The Federal budgetary enterprise "Scientific and Engineering Centre for Nuclear and Radiation Safety"

(SEC NRS) is the technical and scientific support organization of the Federal Environmental, Industrial and

Nuclear Supervision Service in accordance with Article 37.1 of the Federal Law “On the Use of Atomic

Energy”.


The Enterprise was established to provide scientific and technical support to safety state regulation at

atomic energy use, including for R&D performance and coordination, conducting of expertise, including

safety reviews (safety analysis reviews) as well as development and improvement of the regulatory framework

in the field of the use of atomic energy, implementation of other activities aimed at enhancement of the safety

state regulation at the use of atomic energy.


Priority SEC NRS activities are:


1) R&D performance with regard to the drafting of:


- legislative and other regulatory legal acts necessary for nuclear and radiation safety ensuring and

regulation;


- federal safety regulations in the field of atomic energy use establishing requirements under Article 6 of

the Federal Law No. 170-FZ “On the Use of Atomic Energy”, dated of November 21, 1995 to the safe use of

atomic energy, including requirements to safety of nuclear facilities, requirements to safety of activities in the

field of the use of atomic energy, inter alia objectives, principles and criteria of safety, observance whereof

shall be obligatory when exercising activities in the field of the use of atomic energy;


- safety guides in the field of atomic energy use being developed under Article 6 of the Federal Law

“On the Use of Atomic Energy” in order to facilitate compliance with the requirements laid down by the

safety regulations in the field of atomic energy use, and providing recommendations as to how to meet the

requirements of the safety regulations concerning the use of atomic energy, including those related to working

methods, procedures, safety reviews and assessments, as well as explanations and other recommendations on

implementation of safety requirements in the use of atomic energy;


2) provision of safety state regulation at the use of atomic energy, namely: performance of research, tests,

expertise, analyses and safety assessments of facilities and (or) activities in the field of atomic energy use as well

as development of software complexes simulating neutronic, radiation, thermohydraulic, thermomechanical

and other processes and phenomena at nuclear facilities.


Since establishment, SEC NRS has been directly involved in the development of the Russian system of

federal safety regulations in the field of atomic energy use. The system has been maintained updated through

revision arrangements made by SEC NRS taking into account the current level of science, technology and

production as well as recommendations of international organizations in the field of atomic energy use with

participation of the Russian Federation.


SEC NRS carries out assessment of safety of nuclear facilities and (or) types of activities in the field

of atomic energy use, including safety reviews (safety analysis reviews) of nuclear facilities and (or) types

of activities in the field of atomic energy use, the performance of which (under Article 26 of the Federal

Law No.170-FZ “On the Use of Atomic Energy” dated of November 11, 1995) is obligatory when Federal

Environmental, Industrial and Nuclear Supervision Service (Rostechnadzor) makes the decision on issuance

or non-issuance of a permit (licence) to perform works in the field of atomic energy use.


One of the main activities of SEC NRS is review and certification of software applied for nuclear facilities

safety demonstration.


The Expert Council as well as its seven technical boards for different thematic areas is established under

Rostechnadzor to carry out review and certification of software. The Council includes experts recommended

by the organizations performing works and rendering services in the field of atomic energy use. Currently it

is comprised of representatives from fifty organizations. Since 1991 SEC NRS has been operating the Expert

Council under Rostechnadzor assignment.


One of the priority activities of SEC NRS is international cooperation within the frames of international

programs, agreements and contracts with foreign partners such as IAEA, Nuclear Energy Agency of OECD;

Western European Nuclear Regulators Association; European Technical Safety Organizations Network;

Technical and Scientific Support Organizations Forum; Forum of the State Nuclear Safety Authorities of the

Countries Operating WWER Reactors and other organizations from CIS countries.

Since 2012 SEC NRS has been the member of the European Technical Safety Organizations Network

(ETSON).


As part of its activity SEC NRS closely interacts with the State Atomic Energy Corporation “Rosatom”

and Russian Academy of Sciences.


SEC NRS also carries out activities on expanding specialists’ professional knowledge in the field of

nuclear facilities safety ensuring through arranging training, hosting and participation in conferences, meetings,

symposiums, exhibitions, scientific & technical and methodological workshops.


SEC NRS is assigned to official publishing and distribution of regulations of Rostechnadzor in the field

of atomic energy use.


SEC NRS publishes "Nuclear and Radiation Safety" periodical that is the official printed media intended

for publishing drafts and approved revisions of the federal safety regulations in the field of atomic energy use.

The journal includes scientific articles of leading scholars and Ph.D degree candidates regarding topical issues

of nuclear and radiation safety. It is the only scientific journal in the country linked with nuclear facilities

safety regulation.


The journal is included into the list of the peer-reviewed scientific publications subject to contain main

results of Ph.D degree candidates’ theses.
